The Council consists of 29 elected members which is made up of one Mayor, 12 councillors and 16 community board members. These elected members represent the Hawera-Normanby-Tangahoe, Egmont Plains, Patea and Eltham Wards.
The Council meets on a six weekly basis and has the following governance structure: full Council, Policy Development Committee, Environment and Hearings Committee, Personnel Committee, four community boards, Iwi Liaison Committee, Eltham Drainage Committee and three portfolio groups.
