Every council in New Zealand is required to prepare a Ten Year Plan, as well as an Annual Plan and an Annual Report. These three documents form the essential guide to what Council does in any given year. The Ten Year Plan and the Annual Plan set out what the Council plans to do, while the Annual Report states what the Council actually has done.
