Warmer Homes Scheme

The 'New Warmer Homes Scheme' programme is run by STDC, helps South Taranaki's ratepayers to install insulation and approved heat smart products in their homes. The programme is supported by the Energy Effiency and Conservation Authority (EECA).

What is Council offering?

The Council can provide up to $5,000 (including GST) to support the installation of a clean heat product or up to $3,900 (including GST) for the installation of insulation in your home. This money, which will incur interest is paid back (over nine years) through your property’s rates. See the table below to calculate how much you might be repaying. The extra cost will be added to your rates as a Targeted Rate and will appear on your quarterly rates invoice. The increase in your rates will begin at the start of the new rating year (from 1 July).

  • The calculations above are based on 6.5% interest which is set once a year and is subject to change.
  • The new rating year begins from 1 July, if you require funding after that date, you will accrue interest up to 30 June the following year. This will be added to your balance to calculate repayments over nine years.
  • Any amount still owing after the STDC assistance is the property owners responsibility to pay.


To be eligible for this service you must:

  1. Be the ratepayer for the home.
  2. Be up to date with your rate payments (no arrears).
  3. Have a home built before 2000 (for insulation).
  4. Have an insulated home if you want assistance with clean heat energy products.
  5. You can only have one loan at a time per property.

Frequently asked questions

Q. How much money can I borrow?

A. Up to a maximum of $5,000 per property for clean heat energy products and up to maximum of $3,900 per property for insulation.

Q. How do I pay it back?

A. STDC will charge a "targeted rate" on your regular rates invoice over nine years.

Q. How much will I repay?

A. You will repay the original ‘funding’ plus interest. The cost of borrowing is approximately 6.5%. The interest rate is set once a year and is subject to change.

Q. Can I pay it back early?

A. Yes. Please contact us first.

Q. How do I know how much I have left to pay?

A. Contact the Council’s Finance Department and they will let you know what the balance is.

Q. If I apply, how long will it take for my Council funding application to be approved?

A. Five (5) working days from Council receiving the application and administration fee.

Q. Can I cancel my application if I change my mind?

A. You must inform STDC before installation is complete and before the installer invoices the Council (so we don’t pay them).

Q. What happens when I sell my house? Do I have to pay off the outstanding balance?

A. No. The full amount is repaid through the rates and stays with the house. You will be required to inform the purchaser of your property of this "targeted rate" (this is usually done through your solicitor). The loan will be notified on your property’s LIM report. You may, of course, voluntarily repay this loan.

Q. I have more than one house on my property. Can I get funding assistance for each?

A. Only if each house is on a separate rates invoice.
