Countdown Supermarket Resource Consent

South Taranaki District Council has received an application from UT Developments Limited for a resource consent.

The application is a land use consent application for a non-complying activity to enable the redevelopment of a site located on the corner of Union, Nelson and Victoria Streets, Hawera.This is currently occupied by a public car park, a countdown supermarket and associated car parking, and an adjoining commercial building. Other buildings to the east and south also face onto or obtain access from the application area. The site is located within the Commercial Zone under the Operative District Plan.

The proposed redevelopment would involve the reconfiguration of the site, with a new 3500m2 supermarket being constructed in the north-western corner of the site, including a pharmacy, office building and plant room.The existing supermarket would continue to operate during the construction works and only be demolished as the last stage of the development. Two other existing buildings would also be demolished as part of the redevelopment and infrastructure within the site reconfigured.It is anticipated that the construction works would take in the region of 20 months.

The development would include servicing of the supermarket from Victoria Street, car parking to the east and south of the new building with vehicle access from Nelson and Union Streets, two pylon signs (one next to the Nelson Street vehicle access, one at the corner of Victoria and Nelson Streets), an entry/exit sign next to the Union Street vehicle access, signage on the building, lighting of the signage and the building, and new footpaths and landscaping within the site.Other matters associated with the redevelopment include traffic generation, noise, odour, and the provision of pedestrian access.

The proposed redevelopment is linked to proposed changes to the roading configuration of Nelson and Union Streets, and upgrading of water and stormwater infrastructure in Victoria, Nelson and/or Union Streets.These works would be undertaken by the South Taranaki District Council.

The application includes an assessment of environmental effects and further information provided subsequently.

Any person may make a submission on the application, but a person who is a trade competitor of the applicant may do so only if that person is directly affected by an effect of the activity to which the application relates that—

(a) adversely affects the environment; and

(b) does not relate to trade competition or the effects of trade competition.
