Alert Level 1 (from 11:59pm Wednesday 17 February)
At Alert Level 1 all Council services and facilities are back operating as normal. However, we all need to be ready in case COVID-19 reappears in our community.
- Stay home if you are sick. Call Healthline or your doctor for advice on getting tested. Get tested if you are asked.
- If you have cold or flu symptoms, please do not travel. Stay home.
- Face coverings are now required on all public transport until further notice.
- Wherever you are, masks are encouraged where physical distancing is difficult.
- Wash your hands regularly.
- Cough or sneeze into your elbow.
- Keep track of your movements, using the NZ COVID Tracer app and turn on the app’s Bluetooth tracing function.
- . We need everyone to do this at all Alert Levels, not just when there are cases in your area. This is because when a case appears, we need to trace their movements for up to two weeks prior.
- Businesses must continue to display QR codes at all Alert Levels.

Alert Level 2 (from 6 am Sunday 28 Feb - 6 am 7 March)
At Level 2 Council will continue all services, however, there will be some changes to the way we operate as we comply with public health measures - in particular physical distancing and contact tracing measures. This means:
- All facilities remain open (except for the rural/community pools)
- Some public programmes will be put on hold
- We ask everyone to keep at least 2 metres apart from people not in their bubble
- We need to collect visitor details for contact tracing
- We continue to encourage contactless payments
- We ask people to stay at home if they’re feeling unwell
- There will be limits on the number of visitors allowed in our facilities at any one time to meet physical distancing requirements
Hāwera Aquatic Centre
There are some things you need to know so that your visit to the Hawera Aquatic Centre is safe for both you and our staff. Our priority is ensuring the health and safety of our customers and community at this time.
- The Hawera Aquatic Centre is open regular hours however this is for lane swimming and structured programmes only. There is no recreational swimming or hydroslide available at Level 2
- To meet contact tracing requirements there will be a sign in/out process in place on entry/exit.
- Level 2 social distancing rules apply so you might want to call ahead on (06) 278 0021 to check numbers to avoid disappointment.
- We encourage you to come dressed in your swimwear to avoid unnecessary contact with others.
- Learn to Swim programmes continue with social distancing rules in place.
Community/Rural Pools

TSB Hub

Hāwera Administration Building

Parks and Playgrounds
- Don’t forget to wash and dry hands or use hand sanitiser before and after using playground equipment
- Lake Rotokare Reserve open with restricted access from 8:30am – 5pm (no overnight camping)

LibraryPlus Centres
- Open (although there will be limits on the number of visitors allowed in our LibraryPlus facilities at any one time to meet physical distancing requirements)
- The Click and Collect Service will continue for the foreseeable future

Alert Level 2 Golden Rules
Do everything you can to reduce the risk of COVID-19 transmission – we all have a part to play in keeping each other safe.
- COVID-19 is still out there. Play it safe.
- Keep your distance from other people in public.
- If you’re sick, stay home. Don’t go to work or school. Don’t socialise.
- If you have symptoms of cold or flu call your doctor or Healthline and get tested.
- Wash your hands. Wash your hands. Wash your hands.
- Sneeze and cough into your elbow, regularly disinfect surfaces.
- If you have been told to self-isolate, you must do so immediately.
- Keep a track of where you’ve been and who you’ve seen.

Alert Level 3 (from Tuesday 28 April)
Local Government won’t be back to delivering normal services under Level 3 as we are still not allowed to physically interact with customers and public facilities (such as libraries, pools and playgrounds) must remain closed.
We will continue to keep delivering essential services such as water and waste like we have been. Many other council services will continue to be delivered by staff working remotely, for example consenting and some regulatory functions and our Contact Centre remains open so customer enquiries can be taken.
However, following the Government’s announcement that the country is moving to Alert Level 3, from Tuesday 28 April we are making the following changes:
Kerbside Collections
- General waste (red-lid) wheelie bin collection will continue on normal collection day.
- Green waste (large green bin) collection will resume on normal collection day and will be sent to our green waste processing facility. (please note; Green waste stickers will remain valid for five weeks past their original end date of 30 September 2020, up to and including 4 November 2020.)
- Mixed recycling (yellow-lid) wheelie bin collection will resume on normal collection day. Please note; because the facility we send our mixed recycling to remains closed, all mixed recycling (e.g. paper, cardboard, plastic) will have to go to the LANDFILL. For this reason, we do encourage you to continue to stockpile your recycling if it is possible.
- Glass recycling (blue crate) collection will resume on your collection day and the glass will be recycled.
Transfer Stations
- Transfer stations will open as per their normal operating hours to accept the usual general waste, glass and mixed recycling and green waste.
- Transfer station opening hours and charges are available here
- To ensure there is no physical contact payment is by EFTPOS or account only.
- 24-hour recycling will not be available at any transfer station so please do not dump any waste outside of transfer stations.
LibraryPlus Centres
- LibraryPlus facilities remain closed however residents can again access physical books from their local LibraryPlus via a new “click and collect” contactless system
- Hāwera 11am-2pm Monday to Friday
- Eltham, Manaia, Opunake, Pātea and Waverley 11am - 1pm, Monday to Friday
- Kaponga 1.30 - 3pm Wednesday
- "Click and collect” items will be available for pickup as follows:

- Public Wifi remains off
Cemeteries
Remain open with with updated protocols in place around burials and services
Parks and Playgrounds
While our Parks are open to walk through (with safe distancing practices) playgrounds will remain closed. Parks staff will resume their work in our parks and gardens.
Building
Building consents continue to be processed and building inspections have been resumed. After clearing outstanding bookings, new inspection bookings will be scheduled from Monday 4 May onwards.
LIMs
Land Information Memorandums (LIMs) can still be ordered but will only be provided electronically.

Planning and Resource Consents

Alert Level 4
Rubbish and Recycling Kerbside Collection
- During the lockdown, we are only collecting general waste. Your red-lidded wheelie bin will be collected on your normal collection day.
- We’re encouraging people to compost their green waste, food scraps and store other recyclables for now, but you can put them in the red lid general waste wheelie bin if you can’t.
- We can't process glass at this time. Please stockpile this and do not throw it in the red-lidded bin.
Transfer Stations
Transfer stations are operating with Restricted Access. They are open at the usual times to essential services (for example contractors maintaining the road network), or for customers who do not have access to kerbside collection.
LibraryPlus Centres
- Please do not return any library items until further notice. Don't worry - we have turned off all fines
- If you don’t have a library card for accessing online services, contact us and we can set it up.

Public Toilets
Our 38 public toilets will be kept open. Our toilets will be regularly cleaned, so people can use them while getting fresh air - but stick to the physical distancing, basic hygiene and alert level rules.
Playgrounds
It is important that you keep off all public playgrounds.
Land Information Memorandums (LIMS)
Land Information Memorandums (LIMs) can still be ordered but will only be provided electronically. Please practice patience at this time, as preparing these documents may take longer than usual.
Animal Services
At this stage, our Animal Management service is operating as per normal. Please call 0800 111 323 if you need to make a service request.
Building
- We are still processing Building Consents. Please be aware that these might take a little bit more time to process than usual.
- Inspections for work that is not related to essential services and critical infrastructure, or required immediately to maintain human health and safety at home or work will not be undertaken until the restrictions are lifted.
