There is a very close relationship between people and their environment. What happens in the environment can have an adverse effect on our health.
Council’s Environmental Health Officers actively identify the issues and assess the health risks involved with food premises, hairdressers, funeral directors, camp grounds, offensive trades and many issues relating to the management of private properties and other businesses to protect public health of the surrounding community.
Under the Health Regulations 1996, certain types of businesses are required to be licensed.
The below sorts of premises are inspected regularly and registered annually.
- Hairdressers
- Camping grounds
- Funeral directors
- Offensive trades
Prospective owners of new businesses are encouraged to prepare a plan of their proposed venture and discuss it with one of our environment health officers before starting work. This could save time and money further on in the construction process.

All hairdressing premises are required to comply with the Health (Hairdressing) Regulations 1980.
Basic requirements of the premises are:
- All wettable areas must be continuously smooth, impervious to water and readily cleanable.
- Ventilation and lighting must be adequate.
- There must be hot and cold running water and separate sinks for hand washing, shampooing, utensil washing and any other needs.
- You must organise management of premises cleaning, building maintenance, pest control and chemical storage.
Premises are inspected on an annual basis (this in included within the registration fee), unless a complaint is received in which an inspection outside of the annual basis will be conducted where a fee of $150 will be charged.

New registration – how to apply
Fill in the Application and submit it to the Council.
An Environmental Health Officer will be in touch with you to arrange an opening inspection.
You may not open until registration has been made and the environmental health officer has approved opening of the premises.
Renewing your licence
Council will send you a renewal application form before the expiry date (30 June each year). You must apply for renewal prior to 30 June to be able to continue operating.
Transfer an existing licence
If you are taking over an existing premises that has a current registration, you can apply to transfer it into your name. Applications must be received within 14 days of you taking over the business. When the registration expires, you have to apply for a new registration.

All camping grounds are required to comply with the Camping Ground Regulations 1985.
Basic requirements of the premises are:
- There are specific space requirements for each site and number of ablution, laundry and kitchen facilities dependent on occupancy loading.
- Paths and sites must be well marked and lit.
- Water must be available at specific space intervals and facilities must be maintained in a tidy and clean condition.
- You must organise management of record keeping, pest control, building maintenance and cleaning practices.

All funeral parlours are required to comply with the Health (Burial) Regulations 1946.
Basic requirements of the premises are:
- Mortuary surfaces are required to be continuously smooth, impervious to water, readily cleanable and lightly coloured.
- Floors must be coved to the walls and permanent fixtures and graded and drained to the sewer.
- Lighting and ventilation must be adequate.
- Mortuary tables must also be graded and drained.
- There must be hot and cold running water and a wash hand basin must be convenient to the area and separate from other sinks.
- Staff toilet facilities should be provided.
- You must organise management of cleaning practices, personal hygiene policies, pest control, building maintenance and safe chemical storage.

- Refuse collection
- Bone crushing or boiling
- Tallow melting
- Tanning
- Fish processing
- Blood or offal, bone, hide, hoof or skin treating
- Used bottle collection or storage
- Flax pulping
- Septic tank desludging
- Dag crushing
- Fellmongering
- Wool scouring
- Animal slaughter for other than human consumption
- Textile manufacturing
