Town Revitalisation

One of the Council's key social and economic initiatives is to improve vibrancy, amenity and connectedness in Waverley, Pātea, Eltham, Manaia and Ōpunakē town centres.

In 2019, a strategic framework for community-led transformation was created with the adoption of the Town Masterplans (now known as Town Revitalisation). Council allocated $10.6 million from its Long-Term Investment Fund in the 2021–2031 Long-Term Plan to support these revitalisation projects.

To make this vision a reality, community co-design groups of 10–15 community members were established in each town. These groups played a key role in setting priorities, guiding decision-making, and delivering small-scale “early win” projects that demonstrated the power of local collaboration.

Building on this progress, the Roadmap was created, integrating community feedback and Council expertise to identify and prioritise projects that align with shared goals. A technical advisory group, comprising experts from various Council departments, supported this process to ensure projects were both practical and achievable. The resulting Roadmaps represent the combined efforts of the community and the Council.
