Public Notice for Plan Change 4 (Urban Development, Hāwera Structure Plan Areas and Financial Contributions)

Clause 5, Schedule 1 of the Resource Management Act 1991

The South Taranaki District Council has prepared and invites submissions on Plan Change 4 (Urban Development, Hāwera Structure Plan and Financial Contributions) to the Operative District Plan. Submissions close at 5pm on Tuesday 22 July 2025.

The Operative District Plan is the Council’s key statutory planning document prepared in accordance with the Resource Management Act 1991. It controls where activities can take place and how land can be used, developed and subdivided. Key changes to the Operative District Plan proposed as part of Plan Change 4 include:

Hawera Structure Plan Areas and Urban Development

• New and reworded Objectives and Policies within Section 2.14 Integrated Land Use and Infrastructure Planning, Urban Growth and Financial Contributions.
• Amendments to the Hawera North and Hawera West Structure Plan maps.
• Planning maps: a new Future Development Overlay to limit development in areas where there is no supporting infrastructure or where existing infrastructure capacity is limited, and zone changes in Structure Plan areas and surrounding Hawera.
• New or amended rules and standards for subdivision and development within Structure Plan areas, including Residential, Commercial and Industrial Zones.
• Consequential amendments to several standards and definitions.

Financial contributions

• For structure plan areas, it is proposed that the set financial amount cost amounts are deleted and replaced with a formula-based approach.
• Financial contributions would be applied in a wider range of circumstances, using a formula-based approach, including for permitted activities as well as activities requiring a resource consent.
• A minor change is proposed that references to sewerage services are changed to wastewater services.
• The financial contribution calculations and any adjustment to them will rely on up-to-date information set out in the Long Term Plan/Annual Plan.
• Activity exemptions have been added to the beginning of Section 16 to provide certainty about what activities are exempt from financial contributions.
• Section 20 of the District Plan outlines the circumstances where a financial contribution can be remitted or waived.

Making a submission on Plan Change 4

Anyone can make a submission on Plan Change 4 but, if they could gain an advantage in trade competition through the submission, they may do so only if they are directly adversely affected by the proposal in a way that does not relate to trade competition or the effects of trade competition.

Submissions may be made using one of the following options:

• Download a PDF of the submission form from the above website or pick up a hard copy submission form from the following council offices, complete it and deliver it to the Council in one of the ways noted below:
• Email a copy of your submission form to:planchange@stdc.govt.nz
• Post your submission form to: Becky Wolland, Policy & Strategy, South Taranaki District Council, Private Bag 902, Hawera 4640
• Deliver your hard copy submission form to any South Taranaki District Council office or library, from 8am – 5pm Monday to Friday

Submissions close 5pm on Tuesday 22 July 2025.

Written submissions must be submitted on the council submission form, or on the prescribed form being Form 5 of the Resource Management (Forms, Fees and Procedures) Regulations 2003. Your submission must be related to the changes proposed as part of Plan Change 4 and must state whether you want to present your submission at a Council hearing.

The process for public participation involves further submissions, hearings and decisions on submissions, and submitters have the right to appeal any decisions.
