Public Notice inviting further submission on Plan Change 4 (Urban Development, Hāwera Structure Plans and Financial Contributions)
Clauses 7, 8 and 8A of Schedule 1 of the Resource Management Act 1991
We now invite further submissions on Proposed Plan Change 4 (Urban Development, Hāwera Structure Plans and Financial Contributions).
Plan Change 4 proposes updates to the Operative District Plan to support integrated urban development in Hāwera and to amend district-wide financial contribution approaches. Key changes include revised objectives and policies for land use and infrastructure planning, updates to structure plan maps, new zoning and overlays to manage development in selected areas and amended rules for subdivision and land use. It also introduces a formula-based approach to financial contributions, expands circumstances to which they apply, and updates related financial contribution exemptions.

The following persons may make a further submission on the proposal:
- the South Taranaki District Council itself; or
- anyone representing a relevant aspect of public interest; or
- anyone who has an interest in the proposal greater than the general public has.
A further submission can only express support or opposition to a matter raised in an original submission. It must not raise new points.
You may make a further submission to the South Taranaki District Council by completing a submission form online at (Plan Change 4 - South Taranaki District Council) or sending a written submission to South Taranaki District Council at 105-111 Albion Street, Hāwera. Copies of the further submission form are also available from the website, and local service centres and libraries.
Further submissions close 5pm Tuesday 26th August 2025
A copy of the further submission must also be sent to the original submitter within five working days of providing it to the District Council.
