Plan Change 4: Urban Development, Hāwera Structure Plans, Financial Contributions
Decision
After the hearing held on 16 February 2026, the Hearing Panel recommendations for Plan Change 4 were approved by the South Taranaki District Council on 15 April 2026. In accordance with Clause 14, Schedule 1 of the Resource Management Act, any person who made a submission on the proposed plan change may appeal to the Environment Court.
The appeal period for Proposed Plan Change 4 (PC4) has now closed, and no appeals were received. As a result, the decisions on PC4 are final, and the rules and provisions introduced through the plan change are now treated as operative. The Council will shortly confirm the formal operative date for Plan Change 4.
The decision has been publicly notified on 29 April 2026 and the plan change appeal period closes 5pm on 11 June 2026 (30 working days after the decision is notified).
