He Kete Arataki Papakāinga | Papakāinga Toolkit
The South Taranaki District Council has developed He Kete Arataki Papakāinga ō Taranaki ki te Tonga | Papakāinga Toolkit for South Taranaki to support iwi, hapū and whānau in planning, designing, and building papakāinga on their ancestral lands within the district.
In June 2025, Council approved Plan Change 3: Papakāinga Development, which amended the District Plan to better enable papakāinga and recognise the relationship of tāngata whenua with their ancestral lands. Following its approval, Council committed to this Papakāinga Toolkit to help iwi, hapū, whānau, and Council officers understand the rules and processes for establishing papakāinga with greater clarity and confidence.
